Garage conversions in Houston: rules, permits and cost

By Post Oak RemodelingUpdated 6 min read

Short answer: Usually yes, with a permit. A Houston garage conversion needs a building permit plus trade permits, has to meet the residential code for living space, and must fit your deed restrictions and parking rules. In a mapped floodplain, a garage slab below the required flood elevation usually can’t become living space unless the floor is raised. Most conversions cost $25,000–$45,000, or $45,000–$85,000 with a bathroom.

Step 1: Check whether you’re allowed to

  • Deed restrictions and HOA rules. Houston has no zoning, so private deed restrictions often decide whether a garage must stay a garage. Read your recorded restrictions and any amendments before paying for design.
  • Parking. Converting the garage removes covered parking. Confirm that your driveway still meets city and HOA expectations, or plan a carport.
  • Floodplain. Look up your flood zone. In a Special Flood Hazard Area, living space has to sit at or above the required elevation, and garage slabs are often lower than the house.
  • Utilities. A bathroom needs a path to the sewer line. Distance and slab cutting drive cost more than fixtures do.

Step 2: Make it a legal room

RequirementWhat the code expectsTypical fix
Ceiling heightAt least 7 feet in habitable roomsUsually fine; check after raising the floor
Emergency escapeBedrooms need an escape window or exterior doorNew egress window in the old door wall
Heating and coolingHabitable rooms must be conditionedExtend ducts or add a mini-split
InsulationWalls and ceiling to the energy codeBatt or spray foam, plus attic insulation
Smoke and CO alarmsInterconnected with the houseHardwired alarms by a licensed electrician
FloorA level, dry floorVapor barrier, sleepers and subfloor, or a leveled pour

Step 3: Permits and inspections

Inside the City of Houston, a conversion needs a building permit, and electrical, plumbing and mechanical work each need a permit pulled by a licensed, city-registered trade. Expect framing, trade, insulation and final inspections. Keep the approved plans and final sign-off: buyers, appraisers and insurers will ask.

What it costs in 2026

ScopeTypical Houston range
Office, gym or bedroom$25,000–$45,000
Bedroom with full bath$45,000–$85,000
In-law suite with kitchenette$80,000–$160,000

Common questions

Is a garage conversion cheaper than an addition?

Usually, by a lot. A conversion reuses the existing foundation, walls and roof. Houston room additions commonly run $250–$450 per square foot; most garage conversions cost a fraction of that per square foot.

Can a converted garage count as a bedroom?

Yes, if it meets code for a sleeping room: an emergency escape opening, heating and cooling, minimum size and ceiling height, and smoke alarms. Permit it so it can be listed as a bedroom.

Can I rent out a converted garage?

It depends on your deed restrictions and the city’s rules for secondary units. Short-term rentals in Houston also have their own registration. Check before you build a kitchenette for a tenant.
